The Remository RBAC scheme in versions from 3.43 should be able to handle the scheme you want. There could be a few problems with it in the immediate future, as it is new code. But I'll do my best to support it and fix any issues.
Permissions are set within a container, but it is possible to give more than one role permission to upload or download or edit. Likewise, the same role can be given permissions in more than one container. So there should be no real limit on what can be achieved at the container level.
Exactly where integration with AEC stands I do not know. I've provided details of the simple and effective programming interface that is used by the Remository RBAC, but have not heard back from David Deutsch about its implementation in AEC.
