Depending on how your service is set up and the control panel used, you can try to modify the virtual ftp accounts. Sometimes setting the problem directory (or even your entire domain) to be accessible via FTP or virtual FTP can reset the owner problem. Whatever Control Panel your host is using will probably have a way to navigate and explore your directories. You can try to use this to delete the problem folder. Then you can try JoomExplorer (I think that's the name). Then pester your host until they help.
