Remository ver 3.45

I have container that has upload permission for Registered users, and download permission for (front-end) Author and Super-Administrator. When I log-in as Author, the files are not visible. When I log-in as Super-Admin, the files are visible and downloadable. Is it possible to assign download permission to authors?
